Thanks to CC phase 1, 2, 3 OC & DOC to support my suggestion of declaring interest and relationship in tendering last night. Including CC & SVC, it is CS OC now the only estate in TC North that their OC refuses to declare interest although I have requested them twice, which I believe that it is unreasonable. Thanks for CC & SVC's support. We love and need clean estate management and OCs.

Can you please explain to the peasents amoung us what the difference between an open and a closed tender is?

open means publicly annaunce the tender that any interested party/company can express their interest to the deal. once we setup objective and fair selection requirements, like cleaning contract we will face, requirement can be any company with over 1000 employees in HK handled estate with over 1000 units, so we ensure certain tender quality, then let residents/oc to choose all qualified companies, instead of the pre-selected/prefered suppliers of MTRC.

close is very bad, tender by invitation is what MTRC is doing, which they "think" some companies are better than others, so they " invite" those compaines to bid our deals. they even do it in MTRC headoffice in Kowloon bay instead of CC on site, I have been there many times to follow cases, I feel the whole MTRC tendering/purchasing process has heaps of room to improve the transparency and fairness. Since OC handles sentitive information, give advice to MO, owners too, I have also requested SVC, CC, CS OCs to declare interest and relationship in all contracts, SVC, CC have accepted my suggestion while CS OCs refuses to do so still.
