[/quote] Perhaps you should reconsider this statement? If a dog that has a tendancy to bite (i.e. viscious or agressive) and seriously savages a child or another pet, any pain and suffering is obviated if you just pay compensation?
Looking at all viewpoints, would you think the same if it was your child or pet who was savaged, disfigured or worse killed?
Muzzles are overkill and unnecesary for most dogs but it's always the exception that creates the rule. Sadly this safety call cannot be left to individual owners who are too close to the issue to make unbiased judgement on their own animals and any rule must be accross the board. The adage "my child - my pet would never do that" is so frequently followed by "they have never done that before" when it's too late.
The DMC rule is not a management invention but a safety measure for all residents AND PETS to prevent attacks.

Damages are all considered financial. $$ Bandage$ for everything. Exceptions to the rule. So why does this rule not exist in one of the more culturally advanced societies such as the UK?

I don't think the family of Diane Whipple would agree after she was savaged to death by two dogs whose lawyer owners claimed were loving pets. Please read carefully before I am labelled a Pooch hater. Personally I have no issue with unmuzzled dogs as long as they are controlled properly, it's people who wear blinkers that are more worrying. There are two sides to every issue and I can also see the safety reasoning of the DMC rule. A dog with a muzzle can't hurt anybody, a dog without MIGHTSome people are frightened by dogs, irrationally or not. Can't we just be a bit neighbourly and muzzle the dog in the environs of the building to give them piece of mind? Mildly distressed dog wearing muzzle or distressed human and risk of potential attack? Which is the better alternative? My neighbour often walks his pet without a muzzle and Fang has never hurt anybody.

Would you agree that if an animal is being controlled and kept at distance and is not provoked, there should be no problems? Please read carefully before I am labelled a Pooch hater. We agree! Excellent. Let's just drop the whole muzzle issue from now on and focus on the blinker wearing people. I'm behind you 106.333% If there are any people who are afraid of dogs, it would be nice to have some orientation clinics for them to overcome such phobias to better and enrich their lives.

If there are any people who are afraid of dogs, it would be nice to have some orientation clinics for them to overcome such phobias to better and enrich their lives.Are those like the "re-education classes" Beijing insists dissidents take? I have serious issues with cats. In addition of "Pet a pooch" lessons how about "Stroke a pussy" courses as well?

I have a pet Vole if any1 wants 2 stroke it give me a call...
O u wont believe it but I was having a pint with my Lawyer tolday and outside the pub on Peel St there was a large black Rabbit munching away on a lettace leaf. Seems the Rabbit was let go a number of year ago and has been hopping around Peel St for an age... wonders never cease huh!
