I haven't posted for a long time because I thought it prudent to give the DOC adequate time to get into the job and fulfil their pledge to reel in the MO and a spiralling budget.

The lift tender went to the highest bidder and now the bus contract is likely to be extended to more routes. Instead of introducing a user pays system it looks like we are just going to pay more.

Security still guard the towers, the pools are closed, gym machines are broken and the cafe bar closed. I could go further but don't want to appear petty.

Can somebody explain to me how this current strategy is tackling the financial deficit problems or improving CC?

Unfortunately I can't attend the next meeting and although I could proxy, I just don't know who to trust anymore?

The whole quorom/proxy issue really needs examining. Multiple owners paying multiple fees only have one vote??? Issues of such financial importance really should be voted on by postal referendum with every owner having a vote dependant on how many fees he/she pays. Not by a small minority of the owners/proxies at a bun fight where those who shout loudest rule.

I don't mind paying more but can we have the facilities to match? Is that unreasonable?

voting results are counted based on "shares", say a small unit has 50 shares, and a big unit may have over 100 shares, so if one owner owns 10 units totally have about 700 shares, then he still has one vote, but the weight of his vote = 700 shares.

I totally agree with you that MO is not doing well, in fact, they are doing very poor here in CC compared to many other MTRC managed estates. We have very bad financial position too, and yes many contracts are gone to the expensive tenders thanks to the MO lovers and fans of them.

DOC is not very functional at the moment cos ph 1 and 3 OC are helping owners, they have 6 seats in DOC, the rest P 2, 4, 6 OCs has another 6 seats. If we can't get a majority of DOC members to stand and speak for owners, having some of them being MTR fans and always support expensive bill when MTR then share 10% of total price to be their profit, it is not easy to fight owners' right. E.G. SVC already got approved from government financial allowance to replace eneergy-saving facilities with their DOC Chariman, that's me, to apply the allowance, our DOC has argument in who is being the chairman, then we cannot apply the government fund, from my understanding, both TCC and CS are also applying now.

To make real change, we must be united, speak and stand for owners, and have a majority of DOC to really help us, but not those who helps MTR. Ph 1 and 3 OC are very hard working and communicate well with owners, they issue newsletter every month or two, please do support them and if you don't mind, please also support my community works. Although I am not an OC, I still do my best for our lovable estate, your support is my motivation and bad guys' pressure. Thanks to all residents. And let us wish CCall the best ON 25/3!

Your observations are accurate form my perspective too.  My problem is the seemingly impossible task of being able to affect matters here.  There seems to be no way forward for the very few of us who seem to care.  I can't believe that the vast majority of owners are indifferent to poor management, poor value for money and less than average facilities.  Additionally, who knows if there is any corruption?  Some people seem to feel there is but how to grapple with it?

I think the solution fits with those of us who do care getting out there and knocking on doors and seeking activism by the owner community.  There is, of course the complication of tenants who will look at these things somewhat differently.  If tenants had to pay the management fees they may view things slightly differently.

Having said all that and taking my observations into account, there seem to be about 20 people who use this forum regularly.  Out of say 5,500 units, that is a hopelessly small active base form which to 'do something'.

I am all for people power but to start a revolution is easier said than done. With owner landlords who don't witness the day to day fiasco and tenants who don't pay the management fees directly, apathy rules. Quoroms repeatedly fail and the MO run roughshod.

Many criticise the DMC (Deed of Mutual Covenant) as being unfair but if read carefully it offers the DOC considerable power with regards to the management and their conduct.

Perhaps if DOC thought a little more laterally they would have far more success?

The MO are our employees not our masters. Something which both sides seem to have lost sight of.
