voting results are counted based on "shares", say a small unit has 50 shares, and a big unit may have over 100 shares, so if one owner owns 10 units totally have about 700 shares, then he still has one vote, but the weight of his vote = 700 shares.
I totally agree with you that MO is not doing well, in fact, they are doing very poor here in CC compared to many other MTRC managed estates. We have very bad financial position too, and yes many contracts are gone to the expensive tenders thanks to the MO lovers and fans of them.
DOC is not very functional at the moment cos ph 1 and 3 OC are helping owners, they have 6 seats in DOC, the rest P 2, 4, 6 OCs has another 6 seats. If we can't get a majority of DOC members to stand and speak for owners, having some of them being MTR fans and always support expensive bill when MTR then share 10% of total price to be their profit, it is not easy to fight owners' right. E.G. SVC already got approved from government financial allowance to replace eneergy-saving facilities with their DOC Chariman, that's me, to apply the allowance, our DOC has argument in who is being the chairman, then we cannot apply the government fund, from my understanding, both TCC and CS are also applying now.
To make real change, we must be united, speak and stand for owners, and have a majority of DOC to really help us, but not those who helps MTR. Ph 1 and 3 OC are very hard working and communicate well with owners, they issue newsletter every month or two, please do support them and if you don't mind, please also support my community works. Although I am not an OC, I still do my best for our lovable estate, your support is my motivation and bad guys' pressure. Thanks to all residents. And let us wish CCall the best ON 25/3!
