so a towngas engineer visited our flat the other day and told us:
- the gas pipe in the kitchen is unsafe and might be leaking, needs replacement
- the built-in gas cooker has passed its lifetime (6 years??), needs replacement (3-4k at least?)
- the water heater was set 'too high', so it was lowered from 44 to 40 - hope it shows on my bills, 10% less!
- advise to leave said water heater on 24/7 instead of only when in use, to save on my bills again (really?)

if it's unsafe it needs fixing, especially gas, but this seems a bit over the top to me. Anyone else got such replies?

I also live in phase 3 but I havn't got the visit done yet, will post the update when it is done. good luck mate.

Nope. 

Our gas cooker had some rubber pipe changed last year.  That sounds right given the time.  It think this should be changed as rubber dries up.
We have the heat at 40 so they said nothing.
We leave the water heater on 24/7.

TownGas came to Phase 1 a while ago.  I asked about all those issues and the engineer said that everything was fine.  I have never thought to turn down the temperature - mine are both set to 48C.  Perhaps I should try a lower setting.  Thanks for sharing.
