Try putting this in writing to the MO. You'll get a reply that reads something like "Thank you for your letter. The matter is under consideration".
It means shut up - we aren't going to do anything about it.

It's exactly what I mentioned above. It's in the Lobby about the Car Park issue, the same reply for slippery tiles and the same applies for concierge at the lobby that does sweet F.A.

It takes 5 weeks to obtain a provisional Restaurant licence from FEHD and probably eight weeks for a full one given there are no structural or fire regulation problems (which I assume there aren't given the bespoke nature of the cafe equipment). Having had a cursory read of the regulations, there doesn't seem any obvious grounds for rejection in this case.
I am not sure if there was any fine as the previous operator just disappeared. I assume there never was a license so if there was a matter outstanding towards the OC I would have thought it would be disclosed as a liability by MO to DOC.
It must have been closed for nearly twelve months so are we just going to sit back and watch the equipment rot?
MO could easily submit a license application on behalf of the DOC which could then be franchised by tender to private operator. We retain the license and control and the franchisee pays a % of the profits.
A no cost potential revenue stream that provides a useful service and utilises equipment lying idle. Doesn't seem that difficult otherwise rip the gear out and sell it.

Now there has been a change of OC guard (on Phase IV at least) perhaps we will see some positive steps at the clubhouse.
This is a facility which costs owners millions to run and is under utilised because it doesn't provide services people want. It's uncommercially managed and operated at the inept MO's convenience.
Here's a few suggestions:
1. Relocate and extend the gym. Put it in an enclosed area like Children"s ski slope with better dedicated air conditioning and hygienic wooden floor. Increase no's of machines especially high demand cardiovascular. Either lease or outsource maintenance of new or existing machines to ensure they don't lie idle or broken.
2. Obtain cafe licence in DOC's name and tender for operators. Seek quality of service above any financial gain.
3. Turn Beach volleyball court into additional covered BBQ area.
4. Conduct customer survey of all facilities offered. From information gathered, transform unused or permanently closed facilities to what the consumer wants.
The recent refund of pre occupation management fees from MTR has caused fractious & unwanted disputes as to how they should be applied. This is the perfect project to apply such funds as it's to the benefit of all owners and residents. It may also help heal the current divisions & reunite the DOC.
In any case I think such capital improvements (no MO 10% overide!) will be self funding in the long term through increased usage.

I agree with all your suggestions. I am a soon to be new owner. Given all of the issues I have read about in this excellent forum, I intend to be as active as possible. Hopefully, the Owners can wrest control from the hapless administrators. It must be in everyone's interests to maximise the use of facilities and minimise waste. From my initial reading of the issues on this forum it seems there is a lot to do!!

Welcome. I will not dull your enthusiasm with my cynical experience but time moves slowly here in CC. I hope all those now elected and vocal to what they are going to achieve, won't forget what voters want. It's not just about saving $'s on tenders but also about improving the facilities & quality of life here in CC. I've been here 18 months and the only thing that's improved is the walkway tiles. The rest remains as badly managed and wasteful as before. Has anyone ever seen anybody playing beach volleyball?

How do you maintain a sand pit? Have they lost their rake or something? Why you against the BBQ pits? Seems a big demand?

There is probably a whole painstaking procedure related to sand quality, so many granules per square inch, colour, odour, proper maintenance equipment required - you can't just offer any old sand... I bet there is a sub-committee or other management overhead dealing with this.
Personally, I can not imagine there is a big demand for beach volleyball, but there would appear to be a big demand for BBQ pits. Rather than leaving such a resource to be sat idle something ought to be done. I am a newbie so how are such things changed? I gather slowly ... but what is the process?
Sorry to ask basic questions.

Guys, The sand pit can not be used. It is the same as the many grass areas in HK, to be observed and admired, but not to be walked on. you see the sand was imported from St. Lucia so that we could really feel as if we were in the Caribbean. It really adds to the Fantacy Island theme wee have, with our own runway and our own planes.. or should I say ' da plane, da plane' Rumour has it that the OC are going to employ some munchkins and ompalumpas in the security department as well. I attach a copy of the model they are goign for...

There's a whole section of the roof, next to the current BBQ pits, that is completely unused (apart from storing the 5 excess reclining chairs). MO could easily fit another 3 BBQ pits + tables & chairs there, thereby doubling capacity. As for the kid's sandbox, beach volleyball court and bicycle racks, last I heard was the usual lame-arse excuse "Developer has not released to Management yet, blah blah blah..."
