I had the same query recently and PCCW came to check personally:

They said that you only get about 80% for download and upload is much lower. This also only applies if you use the cable.

Wireless much lower again for Download and Upload.

For cable usage the 80% for download was pretty much correct though.

These stats are for wireless connection:
