For whole night I can't sleep because of a bad neighbor, he/she kept his/her dog into a cage out in balcony and then closed the door. That dog used to bark/cry too loud every 2-3 minutes whole night.
Will police help me if it happens again tonight ?
I please request everyone to first thing of human beings rather than dogs.
Any other authority than police if it happens aggain today

I think if you right a letter to the man office of MTR about it and hand it in to them at their office in CC it will help. Ask for Mr. Harrison Chau. He seems to be the chap that is tasked with dealing with us one and all.

pls try also take a picture and write a letter to spca or related dept to complain, i personally think that this is some sort of cruelty to animals, i don't think the mo can or will do anything, if the noise continues, call the police too, for the animal sake. thank you very much.
if people can't accept a dog in the house, why have them in the first place?

Take a few pics as Dber suggested and write to the SPCA to come in on a surprise check. You need to do this quickly. This is indeed animal cruelty. This wanker needs to be fined, penalized and kept in a cage himself. Absolute stupidity to keep an animal locked up in cage within an apartment.
I guess these are one of those types shopping around hand in hand in Mongkok one afternoon, sees a dog in a pet shop window and thinks that's a cute toy for my girlfriend.

Do you live in tower 9 or 10 on a high floor facing the mountain? I also can hear a poor dog barking all night,I think it's locked out on the balcony(presumably so the miserable owners can hear their tv..) I've screeched like a fish-wife out my bathroom window on several occasions but can't see where the poor animal is been held captive

Identify the persons responsible and complain to management. If it's in Tower 9 I will join you as I can hear but can't see the poor Mutt as well
People like that shouldn't be allowed pets.

A photo is a moment in time. I don't know the whole story, so I hope that this dog is just spending time in the "penalty box" for misbehaving. If it's living in a cage on the balcony of a flat, you gotta wonder why these owners decided to have a pet. If somebody knows which Tower, Floor & Unit ... we can try and call SPCA right away

if the dog you mentioned is the same one in the photo, what i read from the chinese forum is that they put the dog back in already. for how long, don't know. but already suggested it the chinese forum that they can call the police if the noise continues, though saving the dog is the main reason.
put the dog on the balcony the whole day is already cruel enough, and in a cage on the balcony? I would rather jump if i was the dog.
don't let me know who the masters are.
